A Case Study for The North Carolina Rangers
On February 6th, a heavy snow was falling in Pittsburgh, Pennsylvania. Big snow is not uncommon in Western Pennsylvania, but this storm would prove to be too much for emergency management services and lead to one man’s death.
Curtis Mitchell, a former steelworker, woke the morning of the 6th in distress. He was experiencing severe abdominal pain, so his girlfriend contacted 9-11 who assured her that help was, “on the way,” but help would never come.
With the lights and heat out due to the storm, Curtis and Sharon huddled under blankets in their home desperately making calls to emergency services to get someone, anyone to come and assist them. When this tragedy played its course, it took emergency services more than 30 hours to get to Curtis Mitchell. When they arrived, he was dead.
Curtis and Sharon made more than 10 calls to 9-11; 9-11 called them 4 times, and 9-11 and paramedics exchanged calls approximately 12 times all to no avail.
In the aftermath of a glaring example of ineptitude on the part of Pittsburgh’s emergency services, an investigation has been launched and some disturbing facts have come to the surface.
- Details of Mitchell's calls weren't passed on from one 911 operator to another as shifts changed, so each call was treated as a new incident.
- Twice, ambulances were as close as a quarter-mile from Mitchell's home but drivers said deep snow prevented the vehicles from crossing a small bridge over railroad tracks to reach him. Mitchell was told each time he'd have to walk through the snow to the ambulances; in neither case did paramedics walk to get him.
- Once, an ambulance made it across the bridge and was at the opposite end of the block on the narrow street where the couple lived — a little more than a football field's length. Again, paramedics didn't try to walk.
Michael Huss, Pittsburgh’s public safety director did comment that, “We failed this person." Huss went onto state that “everyone deserves a response.”
Some officials had stated that the 6th was a particularly busy day with more than double the emergency calls and more than 2 feet of snow on the ground, but regardless of how deep the snow was, Huss said it was unacceptable that paramedics didn't walk to help Mitchell. If they had, Huss believes Mitchell may have survived.
"... You get out of that damn truck and you walk to the residence," Huss said. "That's what needed to happen. We could have carried him out."
Curtis Mitchell died during the relative minor occurrence of heavy snowfall in a city where it is common. Emergency services in Pittsburgh failed to follow protocols and failed Curtis Mitchell and those that loved him on February 6th, 2010.
